Issue #19002 : Use a single BrowserTrayList for normal/private list

We now have a BrowserTrayList.
- Renamed from `BaseBrowserTrayList`.
- Removed the abstract `configuration` and used a `lateinit var`
instead.
- Removed `NormalBrowserTrayList` and `PrivateBrowserTrayList`.
